feat(rbac): let People manage bound roles through the backend - #73
The admin dashboard's People register (Overview, Admins, Teams) is empty in production because nothing tells the backend who holds which role here. Roles are hand-made in this dashboard, so People needs a way to read them and to change them without becoming a way around this IdP's delegation rules.
What
Binding a role to People. Master Admin binds a hand-made role on its page, in the new People register card. A role can be bound as admin, team:<key>:member or team:<key>:lead.
The binding is stored in role.people_binding (migration 0023), with a check constraint.
Managed roles can't be bound.
Roles carrying any idp:* permission can't be bound, whether directly, through a parent or through an implication.
Saving a role or permission that would give a bound role such a permission is refused.
GET /api/internal/people-roles (backend client, idp:access:read) lists the bound roles, everyone holding them by hand, and everyone with a PoliNetwork Microsoft 365 login: name, directory email, Microsoft 365 object ID, Telegram ID and username.
Unlike the access snapshot, it includes roles that grant no permission, such as a plain team membership.
The Microsoft 365 object ID lets People match Soci group members to linked accounts without relying on an address.
POST /api/internal/people-roles (backend client, new internal scope idp:people:roles) applies one People command { id, actor, sub, reason, changes } on behalf of the dashboard user the backend authenticated. Each change is a desired state: { kind: "admin", active } or { kind: "team", team, role: "member" | "lead" | null }.
This IdP plans the concrete assignments against its own role graph and applies all of them or none.
It refuses with 409, instead of reporting a change that didn't happen, when the mapping is ambiguous or when the requested state would still be held through another role.
The backend only names the actor. This IdP resolves the actor's own access and checks every assignment before any write. It refuses unless all of these hold:
The role is bound.
The actor isn't giving themselves a role. Giving one up is allowed.
For admin and team member roles, the actor has admin:access + people:write, or leads that team.
For Lead roles, including a Lead role inherited by the role being changed, the actor has admin:access + people:appoint.
Bounded delegation: unless Master Admin, the actor holds every permission the role grants.
These rules mean an HR member can't make themselves, or anyone else, HR Lead, even through a member role that wraps a Lead role.
Each assignment is audited as role.assign/role.unassign with via: "people", the reason and the command ID. The command itself is stored as a people.roles receipt: repeating an ID, for example after a lost response, applies nothing again and returns the current roles; repeating it with a different command is refused with 409.
The answer is the person's bound roles after the command.
MCP: Master Admin gets set_role_people_binding, so an agent connected to /api/mcp can do the whole setup (create_permission, create_role, set_role_people_binding, assign_role). Role tools already return peopleBinding.
Deploying
Deploy before the backend PR: the POST contract changed and the backend expects the new one.
new roles: Lead/Member HR, Design & Marketing, Events & Partnerships.
Grant idp:people:roles to the backend client on its application page. Reads work without it.
Pairs with the backend PR that consumes these endpoints.
Testing
vp check, unit tests (people-binding.test.ts, including the command planner), vp build.
people-roles.integration.test.ts against Postgres (PEOPLE_ROLES_TEST_DATABASE_URL): a command applies once and its replay writes nothing; a reused ID with different input is refused; a command with one refused assignment writes none; a revocation kept by an unbound parent role is refused with 409.
Against a throwaway Postgres with the migrations applied:
binding by a non-Master Admin was refused;
a malformed binding was refused;
adding idp:roles:write to a bound role was refused;
self-grant, an HR member appointing a Lead, and a volunteer granting admin were all refused;
a Lead adding and removing their own team's member was allowed;
Master Admin can bind a hand-made role to the admin dashboard's People
register (admin, team:<key>:member, team:<key>:lead) on its page. Roles
carrying idp:* permissions can't be bound, and role or permission saves
that would give a bound role one are refused.
- GET /api/internal/people-roles (backend client, idp:access:read) lists
the bound roles and their holders with name, directory email and
Telegram, including roles that grant no permission.
- POST /api/internal/people-roles (backend client, new scope
idp:people:roles) gives or takes back a bound role on behalf of the
dashboard user the backend authenticated. This IdP resolves the actor's
own access: no self-grants, people:write (or leading the team) for
admin and member roles, people:appoint for Leads, admin:access, and
bounded delegation unless Master Admin. Audited with via: "people".

Walkthrough
The change adds People bindings for eligible hand-made roles, authorization rules for assigning and unassigning those roles, and an internal backend API for reading People directory data and changing role assignments. It also adds role-page controls, database constraints, auditing, and API documentation.

Roles now include a nullable People binding. Binding formats, role eligibility, and assignment authorization rules are defined and tested. The database schema, migration, and snapshot metadata include the binding field and its constraints.
RBAC saves validate existing bindings. Master Admin can set or clear a role binding through the role page or MCP tool. The role page displays binding details and controls for eligible roles.
Directory reads and audited role changes src/auth/people-role-command.ts, src/auth/people-roles.ts, src/auth/people-binding.test.ts, src/auth/people-roles.integration.test.ts
The People directory includes eligible bound roles and their holders. Role-change commands are planned against role inheritance, authorized before writes, and audited. Command receipts support replay of matching command IDs and reject reuse with different input.
Scoped backend API and documentation src/auth/oidc-clients.ts, src/auth/access-snapshot-token.ts, src/auth/index.ts, src/routes/api/internal/people-roles.ts, src/routeTree.gen.ts, README.md
The internal scope list includes idp:people:roles, and service-token validation accepts the required internal scope. The backend route exposes directory reads and role changes with scoped authorization. The README documents the endpoints and authorization requirements.

⚠️Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Require a non-blank reason.
The PR states that each change is audited with a reason. However, z.string().trim().max(500) accepts "" and whitespace-only input. A role change can then be audited with an empty reason. Add .min(1) after .trim() so the 400 path rejects a missing reason.
Based on learnings: an admin user-management API with an audit policy should require a non-blank "reason" field with a max length and validate it.

Master Admin can call set_role_people_binding, so an agent connected to
the MCP server can set up People roles end to end alongside
create_permission, create_role and assign_role.

…nges
- An unknown actor got a 500 from the membership refresh; it is now the
intended 403.
- A People change that alters nothing (already held, or held only
through a parent role) no longer writes an audit row claiming it did.
- The directory says which bound roles each holder was given directly,
the only ones a change can take back.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
People now sends one command per person with the desired state of each
changed concept. Auth plans the concrete assignments against its own graph,
checks the actor for every one of them before writing, and applies all or
none. A command that would leave the requested state held through another
role is refused with 409 instead of reporting a revocation that never
happened. The command is stored as a `people.roles` audit receipt, so a
retry after a lost response applies nothing again and returns the current
roles.
The actor check now covers every bound role a role inherits, so a member
role wrapping a Lead role needs people:appoint.
The People directory also lists accounts with a PoliNetwork Microsoft 365
login and their object ID, so People can match Microsoft 365 members to
linked accounts without relying on an address.
BREAKING CHANGE: POST /api/internal/people-roles takes
`{ id, actor, sub, reason, changes }` and answers with the person's bound
roles, instead of `{ actor, sub, role, action, reason }` and 204. Deploy
before the backend.

Why
The admin dashboard's People register (Overview, Admins, Teams) is empty in production because nothing tells the backend who holds which role here. Roles are hand-made in this dashboard, so People needs a way to read them and to change them without becoming a way around this IdP's delegation rules.
What
Binding a role to People. Master Admin binds a hand-made role on its page, in the new People register card. A role can be bound as

Each change is a desired state:{ kind: "admin", active }or{ kind: "team", team, role: "member" | "lead" | null }.admin:access+people:write, or leads that team.admin:access+people:appoint.role.assign/role.unassignwithvia: "people", the reason and the command ID. The command itself is stored as apeople.rolesreceipt: repeating an ID, for example after a lost response, applies nothing again and returns the current roles; repeating it with a different command is refused with 409.MCP: Master Admin gets
set_role_people_binding, so an agent connected to/api/mcpcan do the whole setup (create_permission,create_role,set_role_people_binding,assign_role). Role tools already returnpeopleBinding.Deploying
