The doctrine said the conductor never submits and the human types the submit. The human ruled today (2026-09-05) that the agent may submit a run when asked for it in the session, through the project's own sync CLI, recording the job id at once with `cortex.py move ... submitted --run <jobid>`. Unchanged: the checkin door never submits, nothing is submitted unasked, --dry-run reaches nothing, and the ruling is the human's word written only by `cortex.py rule`. The conductor's module docstring still said "it never submits: the run is the human's act". Same wording as the rest of the branch: its verbs never submit; a run is submitted only on the human's ask.
