Companion to the PyAutoBrain PR of the same date. Doctrine only: AGENTS.md now says a submission is made only on the human's ask, by the human or by the agent in the session, through the project's own sync CLI, followed at once by cortex.py move ... submitted --run <jobid>. Nothing submits by itself; the ruling stays the human's word.

Companion to PyAutoBrain feature/cortex-may-submit. The human ruled on
2026-09-05 that the agent in the session may submit a run when asked,
through the project's own sync CLI, recording the job id at once with
`cortex.py move ... submitted --run <jobid>`. Nothing submits by itself.

Superseded by #21 — its wording is folded in there; closing unmerged (human decision 2026-09-07).
