• scripts/cortex.py: the Phase class, PHASE_STATES, load_phases, phase_problems, move_phase, rule_phase, new_phase are now Task, TASK_STATES, load_tasks, task_problems, move_task, rule_task, new_task; task paths match tasks/<project>/<slug>.md.
• check requires Summary: (non-empty, ≤10 words) on every task and rejects a Phase: header on tasks and rulings.
• new <project> <slug> loses --phase and gains the required --summary.
• Ruling head field Phase: → Task:; generated ruling title is # <R-id> — <verb> <project> <slug>.
• scripts/ledger_merge.py and the four workflows filter on tasks/**.
