Strengthen the skip guard.
This assertion requires only one case to avoid skip_reason. If a size-limited license skips most cases, the regression test still passes and covers little. Consider asserting a required minimum set of cases, for example utopia and test_system, solved without skip.

Fix the misleading test cases.
The first three parameters use skip_size_limited=True with errors that are not SIZE_LIMIT_EXCEEDED. They verify propagation. The strict_capture case with False verifies that a size-limit error is not swallowed. No test covers the positive case, where skip_size_limited=True and a SIZE_LIMIT_EXCEEDED error produce a skip_reason snapshot. The skip branch is therefore unexercised. Add a test that expects snapshots[name]['skip_reason'] for the first case.
Also, the capture_cases loop builds and runs the first case only, because start raises. This is fine for propagation tests.

Closes #391.
What this adds
This pull request adds an optional input,
hurdle_rate, so that a model can represent buyers who avoid equipment with a high upfront price without counting that reluctance as a cost. The issue explains the need and works through an example. How it works
The new
hurdle_ratetable has the same columns asloan_rate(region, technology, vintage, rate and notes). It is loaded, filtered and checked in the same way, and rates must be zero or more. If the table or a row is missing, the hurdle is zero. Unlikeloan_rate, it has no global default. The objective now uses a separate investment payment at
loan_rate + hurdle_rate. This is the same as multiplying each investment term by CRF(r+h, L) / CRF(r, L). It applies to ordinary investments, to investments with survival curves, and to the economies-of-scale investment curves. Processes that share one economies-of-scale cost curve must already have the same lifetimes and loan rate; they must now also have the same hurdle rate. The existing treatment of loan life, equipment life, the model horizon and discounting does not change. The model keeps
total_costas its objective, which is now the choice score. A new expression,real_cost, holds the same costs with investment at the real loan rate. Extensions that add costs to the objective, such as unit-commitment startup costs and the economies-of-scale costs, now add them to both expressions through one helper,add_period_cost.How costs are reported
The cost table (
output_cost) is unchanged: investment costs (INVESTandD_INVEST) are reported at the real loan rate, and every other cost is reported as before. In
output_objective, thetotal_costrow still holds the real discounted cost. In perfect foresight, it comes fromreal_cost. In myopic runs, it is still the sum of the discounted costs inoutput_cost, exactly as today. When any hurdle is set, a second row,choice_score, holds the objective. In myopic runs, the choice score is the sum of each kept period's score; a later window replaces the periods it overlaps, and a rollback removes them. The log now reports both the choice score and the total cost without the hurdle.Shadow prices come from the objective, so they include the effect of the hurdle.
Other code that reads the objective
What does not change
With no hurdle, whether the table is missing, empty or filled with zeros, the model uses the original investment payment and writes no
choice_scorerow. Before changing any code, we saved the objectives and every output row of seven existing test cases atd5148dbb. After the change, all 3,581 rows in 91 tables and all objectives matched on the same machine. That was a one-off check before the pull request; it is not part of the test suite.Fuel, fixed, variable, emissions and startup cost coefficients, the real loan rate, the global discount rate and existing capacity are all unchanged.
Tests
The new tests solve small models with Gurobi, all of which fit the size-limited licence that comes with
gurobipy, and they compare numbers with the same kind of tolerance as Temoa's other tests. They cover the worked example from the issue, survival curves, loan and equipment lives that differ, zero rates, horizons that cut a loan short, existing capacity, economies of scale, overlapping myopic windows, link, fuel, fixed and emissions costs, output thresholds, shadow prices, Monte Carlo, Method of Morris and single-vector MGA.To check that a zero hurdle changes nothing, Temoa's existing full-run tests still check the objectives of the existing cases as before, and a new test solves Utopia with the hurdle table empty, missing and all zeros and checks each result against Utopia's recorded objective.
The whole suite passes (314 tests), with a full licence and with only the size-limited licence. Ruff, the Ruff formatter and mypy pass. Before pushing, we also ran the project's test workflow on all nine operating system and Python combinations on our fork, and all of them passed.
Related pull requests
Open pull request #388 changes how myopic runs report loan costs, in some of the same files. Open pull request #387 changes the unit-commitment startup costs in the same function this one changes,
append_startup_costs. Whichever is merged second will need a small rebase.Summary by CodeRabbit
