Count installed capacity in the dynamic planning reserve margin - #394
SutubraResearch wants to merge 1 commit into
Conversation
WalkthroughThe dynamic reserve margin now counts installed plant and exchange capacity using base available output. A solver-backed unit-commitment test verifies reserve credit from an offline backup plant. Documentation describes the capacity treatment and clarifies the ramp-constraint exception. Use the base-installed HiGHS solver for this regression.
highspy is a base dependency, but gurobipy is optional. This test selects gurobi_direct in both the configuration and solve call. A test run without the solver extra can therefore fail before it reaches the assertions. The repository test configuration does not skip tests when Gurobi is unavailable.

I agree this makes sense and this is the elegant fix.
For a contingency event, we would startup generators faster than we otherwise might want to. For unexpectedly high load, we'd have enough warning to startup the generator in time for the event.
Closes #393.
With unit commitment enabled, the dynamic planning reserve margin currently credits only online units. This is explicitly described as intended in the unit commitment documentation. This pull request proposes changing that treatment so installed plants can provide planning credit while switched off.
A planning margin should count a plant that can be started when needed. Requiring it to be online can force the model to run it solely for the margin, paying for minimum output and additional starts where the schedule requires them.
The plant and exchange capacity terms now call
available_output_base. The dynamic reserve description and unit commitment documentation explain the new treatment, and the obsolete reserve entry in the commitment module description is removed. Only runs combining unit commitment with the dynamic margin have a different reserve equation. The static margin, storage net-flow accounting, reserve requirement, and operational capacity, storage and ramping constraints retain their existing formulations. For each process registered for unit commitment, its credited contribution changes from
to
UCN,UCand the barredfare the online unit count, unit capacity and maximum output fraction.CAPis installed capacity.CFPis the process capacity factor when present, otherwise the technology factor;RCD,C2AandSEGare the reserve derate, capacity-to-activity conversion and slice fraction. Non-UC processes already use the second expression. Plants and imports add these contributions, exports subtract them, and storage retains its derated net output. The right-hand side remains the existing load proxy multiplied by1 + PRM.The regression has 100 MW of low-cost plant and 20 MW of backup plant serving 80 MW with a 30% margin. Backup capacity factor 0.8 and derate 0.5 give 8 MW of credit. The new total is 108 MW against a 104 MW requirement, with the backup off. Previously at least one 10 MW backup unit had to be online to add 4 MW of credit. Its 50% minimum output forced 5 MW of backup generation. Temoa converts these capacity-equivalent values to slice activity using
C2A × SEG.GenX at 3d9596ad uses derating factors times total installed thermal capacity for its capacity reserve margin, with separate maintenance and fusion adjustments. ReEDS at eb75a6bc credits conventional installed capacity with seasonal capacity and forced-outage adjustments; its hourly availability factors account for forced and scheduled outages. Both support separating planning capacity credit from commitment status.
The downside is that installed capacity does not guarantee a unit can respond immediately: startup time, minimum down-time and ramp limits may still prevent it. The proposed planning contribution also excludes
uc_max_output_fraction; permanent planning derates must be represented by the capacity factor or reserve derate. Users relying on the existing online-only behavior may obtain different capacity choices, dispatch and costs. If maintainers prefer to retain that interpretation, a switch could offer both treatments. The related closed reserve redesign #380 has a broader scope. This change is limited to dynamic planning capacity credit on d5148db.
Validation uses one new pytest regression with
pytest.approxat 1e-5 and no saved expected outputs. It fails on d5148db because one backup unit remains online and passes with this change. The model has 22 variables and 35 constraints. The full local suite passes all 290 tests with gurobipy's bundled size-limited license explicitly selected; a separate 2,001-variable probe confirms that license rejects oversized models. Ruff and mypy also pass.CI passed all 290 tests on each combination of Ubuntu, macOS and Windows with Python 3.12, 3.13 and 3.14. The type-check job passed. The scratch run used
fail-fast: false; its branch was deleted after the results were collected.Summary by CodeRabbit
