HOLD (owner, Oct 26: "I am not ready for a buy page to go live."): this PR stays DRAFT. No ready mark, no merge and no allowlist or exception-list edit, whatever the checks say, until the owner's explicit go in the advisor's conversation.
Item 3 of the advisor's Oct 8 work order. Static shells only: noindex, not in the sitemap, no forms/scripts/checkout wiring, no legal text (each legal page says it is not yet published and not in effect). Flat slugs (/checkout-success/, /checkout-cancel/, /terms/, /terms-of-sale/, /privacy/) because the file allowlist only permits one-level dir/index.html; if ops wants /checkout/success/ the allowlist needs one more pattern (my change to make). Held until ops gives the backend boundary and counsel's text exists; nothing here is a claim.
