Field control transactions take about 8–13 seconds, but existing evidence combines SBOw, Operate and asynchronous termination. This patch exposes local monotonic service and post-response wait durations in ordered wire-step details without changing checks, timeout or sequence semantics.

It also fixes an independently reproducible reporting defect: control InformationReports lacking the mandatory RptID/OptFlds header could enter the single-active-RCB fallback and inflate BRCB frame/missing-SqNum statistics. Such messages remain delivered to control subscribers and no longer enter persistent RCB projection.

Based on exact field engine ba21d88. Build: PASS, zero warnings/errors. Direct invocation of 64 relevant xUnit Fact tests: PASS; theory cases excluded from that count. Full runner/CI validation pending. All fixtures are synthetic project-owned data. Physical command latency improvement is NOT established; stage data is required to locate the remaining wait. No merge/release requested.

Cleanup of verified stacked Git ancestry on 2026-10-22: original source SHA c85d4e20db722bd0c2729f2533b323b13d3ef735 is fully contained (0 missing commits) in canonical consolidated draft #190, currently 14b19d30466fd296ad1e6d0bddcdd574992bc464; exact merged-tree Windows CI #39778971482 passed 1,262/1,262 tests with no build warning/error.

Closing this now as consolidated/superseded, NOT merged to main; no branch deletion, no source history loss, no ARSAS repin, no mainline engine source promotion. Original physical validation and follow-ups still apply, and #190 remains draft. If #190 is discarded, this PR is available to reopen.
