Why

Frozen Semgrep metadata pins vulnerable MCP 1.29.0. This adds a distinct downstream build and fail-closed admission boundary for the reviewed MCP 1.30.0 repair. It also corrects Windows process evidence and stale RED inputs from #774.

What changed

  • Build deterministic metadata-only wheels and verify their complete canonical archive representation.
  • Bind admission and audit evidence to exact artifact, upstream, policy, provenance and dependency identities.
  • Add the native platform matrix and real MCP/SAST controls, with independent test Protocols, strict UTF-8 output and runtime-policy digest validation.

Scope

Blast Radius

The candidate workflow cannot authorize production admission. Unknown, malformed, incomplete or unauthenticated evidence fails closed. Canonical archive comparison requires temporary storage; native runtime equivalence remains an acceptance gate.

Verification

  • Authenticated hosted RED records 40 intended missing-boundary assertion failures with zero errors or skips. The service ZIP digest and complete native freshness validation passed before and after implementation.
  • All 76 focused local regressions pass, including raw ZIP mutations and strict ordinary/timeout UTF-8 evidence. Original mapped selectors, assertions and accepted mapping remain unchanged.
  • Strict OpenSpec, canonical typing/lint and normal signed hooks pass. Review reports zero blocking findings with the predecessor's narrow retained dispositions. Contract execution was skipped by the unchanged-input status check.

The 21-cell native matrix, current-head hosted review and frozen security audit are not claimed green. See recorded evidence and limits.

Refs #772. Supersedes closed, unmerged #774 after authentic successor RED was verified. No merge or release is requested.

🔀 Multi-repo context nold-ai/specfact-cli-modules

Linked repositories findings

nold-ai/specfact-cli-modules

  • The code-review module is signed and versioned (0.51.2); changing bundled Semgrep payloads or metadata would require updating the manifest version, checksum, and signature. [::nold-ai/specfact-cli-modules::] packages/specfact-code-review/module-package.yaml:1-2,45-47
  • Semgrep is a repository development dependency (>=1.144.0), but is not listed in the code-review module’s pip_dependencies; Semgrep policy packs are documented as bundle-owned resources. [::nold-ai/specfact-cli-modules::] pyproject.toml:21-43; packages/specfact-code-review/module-package.yaml:12-15; docs/bundles/code-review/overview.md:97-103
  • Existing Semgrep version policies differ: native capsule validation requires 1.175.0, while runner defaults record 1.144.0 for both Semgrep analyzers. Any downstream admission implementation should explicitly reconcile these contracts. [::nold-ai/specfact-cli-modules::] packages/specfact-code-review/src/specfact_code_review/run/native_capsule.py:58-59,274-278; packages/specfact-code-review/src/specfact_code_review/run/runner.py:594-604
  • No active MCP-specific contract or dependency declaration was found in the queried code-review bundle surfaces.

openspec/changes/downstream-semgrep-admission/requirements-proof/hosted-red-receipt.json: 1

13-14: 🗄️ Data Integrity & Integration

The receipt is successor evidence, not predecessor evidence.

TDD_EVIDENCE.md explicitly identifies run 39162475090 as the authenticated successor hosted RED for PR #775. The 40 hosted failures cover the unchanged original mapped selectors; the later 67-test local snapshot includes supplemental tests. The receipt should not be relabeled as predecessor evidence.

ci/downstream-semgrep-recipe.json: 1

4-5: 🗄️ Data Integrity & Integration

Reject this compatibility finding.

The linked capsule rejects 1.179.0 only when the recipe is supplied as its native semgrep-clean or semgrep-bugs analyzer version. The reviewed change defines separate downstream admission, does not bind the recipe to that capsule, and keeps production adoption blocked. No required policy update follows from the available integration path.

374-424: LGTM!

Also applies to: 492-557, 560-675

241-253: 🎯 Functional Correctness

The claimed root-level semgrep/ package is not present in the pinned Semgrep 1.179.0 wheel. The validator’s allowed roots match the inspected wheel layout, and the fixture already uses the same .data/purelib/semgrep/... layout.

📝 Summary

Summary

  • Adds the downstream-semgrep-admission OpenSpec change, implementation and verification scripts, a candidate workflow, and regression tests.
  • Defines a downstream Semgrep candidate process. Candidate evidence does not authorize production installation or replace the frozen MCP security audit.
  • The provided repository status is clean, so the supplied context does not establish which listed changes are in the current checkout.

User-visible behavior and CLI surface

  • Adds scripts/verify_downstream_semgrep.py for candidate verification, runtime checks, audit and SAST comparisons, MCP regressions, matrix generation, and report aggregation.
  • The supplied context does not document command options or defaults.

Contract and API impact

  • Adds candidate and admission contracts in scripts/downstream_semgrep.py, including build_candidate, verify_candidate, required_matrix, aggregate_candidate_reports, and admit_artifact.
  • The OpenSpec design defines protected-provenance checks and evidence requirements for 21 platform/Python cells.
  • No Pydantic models or package-boundary changes are reported.

Testing and quality gates

  • Adds tests for wheel handling, admission, audit inputs, runtime policy, archive boundaries, process evidence, and MCP behavior.
  • The recorded local test-only run reports 67 assertion failures and no errors or skips. Hosted RED is pending.
  • The supplied context does not establish a hatch run contract-test result or coverage impact. It does not establish implementation validation, native platform acceptance, or merge readiness.

OpenSpec and release touchpoints

  • OpenSpec change ID: downstream-semgrep-admission.
  • The supplied context does not report docs/, CHANGELOG, module-signing, or version-bump changes.

This change adds downstream Semgrep candidate-wheel construction and verification, protected admission and audit checks, a seven-platform and three-Python matrix workflow, and MCP regression tests. Production bootstrap and adoption remain blocked pending protected evidence and native matrix results.

Changes: Downstream Semgrep Admission

Layer / File(s) Summary
Admission requirements and evidence
openspec/changes/downstream-semgrep-admission/*, openspec/changes/downstream-semgrep-admission/specs/*, openspec/changes/downstream-semgrep-admission/requirements-proof/*, openspec/CHANGE_ORDER.md, ci/downstream-semgrep-recipe.json, ci/downstream-semgrep-admissions.json
The OpenSpec documents and recipe define metadata-only candidate wheels, protected provenance, audit identity coverage, and a 21-cell platform/Python matrix. The admissions configuration starts with an empty list. Evidence records local results and pending native and production-adoption gates.
Candidate wheel construction and verification
scripts/downstream_semgrep.py, tests/unit/scripts/test_downstream_semgrep.py, tests/unit/scripts/test_downstream_semgrep_archive_boundaries.py
The script validates upstream wheels, transforms permitted metadata, regenerates RECORD, and checks deterministic candidate archives. Tests cover archive safety, unchanged runtime content, metadata changes, and serialized archive mutations.
Native matrix verification and workflow
scripts/verify_downstream_semgrep.py, .github/workflows/downstream-semgrep.yml, tools/downstream_semgrep/test_mcp_regressions.py, tests/unit/scripts/test_downstream_semgrep_runtime_evidence.py
The verifier checks candidate and control environments, audit and SAST results, MCP behavior, runtime evidence, and matrix reports. The workflow generates and aggregates candidate jobs. Its producer job fails explicitly and does not sign, attest, or publish artifacts.
Protected admission and audit binding
scripts/downstream_semgrep.py, tests/unit/scripts/test_downstream_semgrep.py, tests/unit/scripts/test_downstream_semgrep_review_guards.py
Admission requires matching protected approval, artifact hashes, matrix evidence, and provenance. Audit inputs bind the downstream wheel to the upstream Semgrep identity and dependency inventory. Tests cover rejected approvals, verifier failures, incomplete evidence, and invalid audit results.

Merge Risk: 🟡 Moderate · up to 14b97

This change adds downstream Semgrep candidate tooling, tests, and specification records. It does not change production pins or adoption. Three earlier concerns remain open: specification requirements without mapped proof, a design example that conflicts with the declared API, and tamper tests that do not isolate the checks they name. Resolve these or explicitly accept them before merging. Native matrix and hosted validation are still pending.

Linked repositories findings

nold-ai/specfact-cli-modules

  • The code-review module is signed and versioned (0.51.2); changing bundled Semgrep payloads or metadata would require updating the manifest version, checksum, and signature. [::nold-ai/specfact-cli-modules::] packages/specfact-code-review/module-package.yaml:1-2,45-47
  • Semgrep is a repository development dependency (>=1.144.0), but is not listed in the code-review module’s pip_dependencies; Semgrep policy packs are documented as bundle-owned resources. [::nold-ai/specfact-cli-modules::] pyproject.toml:21-43; packages/specfact-code-review/module-package.yaml:12-15; docs/bundles/code-review/overview.md:97-103
  • Existing Semgrep version policies differ: native capsule validation requires 1.175.0, while runner defaults record 1.144.0 for both Semgrep analyzers. Any downstream admission implementation should explicitly reconcile these contracts. [::nold-ai/specfact-cli-modules::] packages/specfact-code-review/src/specfact_code_review/run/native_capsule.py:58-59,274-278; packages/specfact-code-review/src/specfact_code_review/run/runner.py:594-604
  • No active MCP-specific contract or dependency declaration was found in the queried code-review bundle surfaces.

Superseded by the owner-approved test-first successor #776. Its exact signed test-only head 6e05f92a05b051cddf311ff6a07dcdfa00d9eba6 produced authenticated same-branch hosted RED in Requirements run 39168987596. Artifact 12151776758 has service ZIP SHA-256 69c5fcbcd14c1a6b7bc24d908bb4e6d2399e237325df6205b5733045addaeee5. All 85 accepted selectors produced AssertionErrors, with zero errors and skips. Native reconciliation reports red/pass, and the unchanged producer binding verifier passes against tree 1747c90d18590106faecdd70ad4d4635ba46cc16 and base 729a53bd4bcbba94886cff5c73d7092bef6ceb94.

The owner explicitly approved closing this PR unmerged only after that successor and hosted RED were verified. That condition is now satisfied. Preserve this PR's historical 40-case receipt and review history; they are not reused as the new 85-case proof. Implementation restoration and remaining review/native/security/authority gates continue on #776. No merge or protected authority is granted.
