Caddy 2.11.9 tells a directive whether it's parsed inside a named route (caddyserver/caddy#8354). Use it instead of inferring it from the named_routes option, which relied on the order Caddy adapts blocks in.

Caddy 2.11.9 added
httpcaddyfile.Helper.IsNamedRoute()(caddyserver/caddy#8354).php_servernow uses it to number the servers of named routes apart from site blocks, instead of inferring it from thenamed_routesoption, which relied on the order Caddy adapts blocks in.Follow-up to GHSA-g7pw-whv8-97j7.
