feat(gitlab): reviews can request changes - #30549
GitLab merge requests offered no "Request changes" verdict, and changes requested on GitLab never showed in T3. The capability comment said GitLab has no such verdict, which hasn't been true since GitLab added reviewer review states. Closes#30548.
Change
The GitLab provider now offers request-changes. Web and mobile already show the option when the capability lists it.
submitReview sends the verdict with the mergeRequestRequestChanges GraphQL mutation, after the comments and summary like approve. GitLab keeps the state on a reviewer and answers "Reviewer not found" otherwise, so it first appends the viewer with mergeRequestSetReviewers(operationMode: APPEND). Appending someone who is already a reviewer keeps their state.
GitLab answers a refused mutation with HTTP 200 and the reasons in the payload's errors. A new GitLabMutationRefusedError carries them, so the UI shows GitLab's reason instead of failing silently.
The approval read now also asks for each reviewer's reviewState. Any REQUESTED_CHANGES makes the decision changes-requested, ahead of approvals. That gives GitLab rows the list's "Changes requested" icon and makes the review filter match them.
On servers whose reviewers have no reviewState, that GraphQL query fails as a whole. The read then retries without it, so older servers keep their approval badges.
The mutation needs GitLab 18.9 (gitlab!220801). On an older server the verdict is still offered and fails with the CLI error. The /request_changes quick action reaches back to 16.6, but it needs two command-only notes (GitLab applies it before a reviewer added in the same note is saved), and a failure only shows as English text in a 202 response. I went with the mutation and can switch if you'd rather cover 16.6 to 18.8.
This changes REVIEW_DECISIONS_GRAPHQL_QUERY, which #30433 also extends with headPipeline. Whichever lands second needs a small rebase.
Scope and approval
GitLab adapter only. No contract or client change. Tracked in #30548.
Verification
New tests cover the request-changes calls (viewer, append as reviewer, mutation) and a refusal's reasons reaching the error, the decoder reading a requested change over an approval, and the approval read falling back on a server that rejects reviewState.
vp run check:changed passes: format, lint, knip, typecheck (11 packages), 138 tests.
Manual, web dev build against !5, where I wasn't a reviewer. I picked Request changes, wrote "T3 request changes test", and submitted. T3 showed the "Changes requested" toast, added me as a reviewer, and the list's "Changes requested" filter then kept only !5. GitLab agrees:
the "Changes requested" filter keeps !5, with its icon
Maintainer follow-up
submitReview now requests changes before posting line comments and the summary (approve still goes last). On a server older than GitLab 18.9 the mutation fails before anything is posted, so a retry no longer duplicates comments. This also covers GitLab Free, which keeps one reviewer: an APPEND there drops the viewer without an error, and mergeRequestRequestChanges then answers "Reviewer not found" before any comment lands.
Main's list states (fix(gitlab): the checks and review list filters work #30433) now read each reviewer's reviewState themselves, so this PR's changes to the approval read, its fallback for servers without reviewState, and their tests were dropped in the merge. What this PR adds over main is the request-changes verdict and GitLabMutationRefusedError.

The GitLab provider now advertises the request-changes verdict. The CLI adds the authenticated viewer as a reviewer before submitting a request-changes mutation. It decodes mutation errors and reports GitLab refusals through a new error type.
The provider includes request-changes in its review verdicts. Tests check the advertised verdicts for viewers who can and cannot merge.
Submit request changes and report refusals packages/source-control-gitlab/src/server/gitLabMergeRequestJson.ts, packages/source-control-gitlab/src/server/GitLabPullRequestCli.ts, packages/source-control-gitlab/src/server/GitLabPullRequestCli.test.ts
The CLI adds the viewer as a reviewer before submitting request changes. A JSON decoder collects mutation error messages, and the CLI reports refusals through GitLabMutationRefusedError. The test checks the submission order and refusal detail.
On some GitLab configurations, requesting changes can report failure after creating review activity. Confirm reviewer assignment before proceeding. The mutation-error handling uncertainty also remains unresolved before merge.

Explanation
[#30548] The GitLab provider offers request-changes. submitReview adds the viewer as a reviewer and sends the verdict. Tests cover the calls and mutation refusal details. The existing list-state query reads reviewer reviewState, which supports the changes-requested decision and filter. The mutation requires GitLab 18.9; the issue does not require support for earlier versions.

Installed dependencies and ran main (3368dd70f2) in a separate worktree first, then the PR, with only one dev server running at a time and isolated app state.
Drove the real web client with repository Playwright and /usr/bin/google-chrome. Added a project pointing at a real clone of TonybynMp4/git-ansible through the app. Real Codex gpt-6.1-sol turns completed on both versions. Opened public merge request !5 from its thread link.
Main's review menu offered Comment and Approve. The PR adds Request changes. Switching among all three verdicts preserves the review summary; closing the composer works.
Read !5 through the real client's linked-summary query and the running PR server. The GitLab adapter returned reviewDecision: "changes-requested", matching the live GitLab GraphQL reviewer state REQUESTED_CHANGES. This checks the summary read path, not the list filter.
Ran the three changed GitLab test files through blacksmith-check: 122 tests passed. The PR currently reports 34 successful CI checks, zero pending or failing.

Successful request-changes submission, automatic reviewer append, payload-level refusal messages, and subsequent approval/comment submission: this VM has no GitLab token. Submission stops at viewer lookup. The installed glab is 1.36.0. No successful write to GitLab was observed.
The authenticated pull-request list's Changes requested icon/filter, and compatibility with older GitLab servers. The summary read above passed, but does not prove those paths.
The neighboring diff view failed with an unreadable getMergeRequestDiff response. Later GitLab calls returned HTTP 429, and a main summary recheck also failed. These failures prevent a clean comparison; no PR regression is established.
Native mobile, Electron shell, remote/tunnel connections, and other source-control providers were not exercised.
This is not full end-to-end verification of the feature. A writable GitLab credential and an owned merge request are still needed for the successful mutation and list/filter pass.
On GitLab before 18.9 the request-changes mutation fails, which previously
happened after the line comments and summary had already posted, so a retry
duplicated them. Request changes now runs first; approval stays last.
The review-state fallback in getReviewDecisions now retries only when glab
exits non-zero, not on timeouts or I/O failures.

branch's review-decision read, its old-server fallback and their tests give
way to main's.

* feat(server): html tools take a file path, so agents stop retyping pages (pingdotgg#32833)
Agents can pass `path` to an absolute .html file instead of retyping the

threads, with the existing disk-read guards, and snapshots it at publish.
ACP render recovery matches path calls by path. The mcp-tool-use eval
grades pages passed by path.

Problem
GitLab merge requests offered no "Request changes" verdict, and changes requested on GitLab never showed in T3. The capability comment said GitLab has no such verdict, which hasn't been true since GitLab added reviewer review states. Closes #30548.
Change
request-changes. Web and mobile already show the option when the capability lists it.submitReviewsends the verdict with themergeRequestRequestChangesGraphQL mutation, after the comments and summary like approve. GitLab keeps the state on a reviewer and answers "Reviewer not found" otherwise, so it first appends the viewer withmergeRequestSetReviewers(operationMode: APPEND). Appending someone who is already a reviewer keeps their state.errors. A newGitLabMutationRefusedErrorcarries them, so the UI shows GitLab's reason instead of failing silently.reviewState. AnyREQUESTED_CHANGESmakes the decisionchanges-requested, ahead of approvals. That gives GitLab rows the list's "Changes requested" icon and makes the review filter match them.reviewState, that GraphQL query fails as a whole. The read then retries without it, so older servers keep their approval badges. The mutation needs GitLab 18.9 (gitlab!220801). On an older server the verdict is still offered and fails with the CLI error. The
/request_changesquick action reaches back to 16.6, but it needs two command-only notes (GitLab applies it before a reviewer added in the same note is saved), and a failure only shows as English text in a 202 response. I went with the mutation and can switch if you'd rather cover 16.6 to 18.8.This changes
REVIEW_DECISIONS_GRAPHQL_QUERY, which #30433 also extends withheadPipeline. Whichever lands second needs a small rebase.Scope and approval
GitLab adapter only. No contract or client change. Tracked in #30548.
Verification
reviewState.vp run check:changedpasses: format, lint, knip, typecheck (11 packages), 138 tests.Maintainer follow-up
submitReviewnow requests changes before posting line comments and the summary (approve still goes last). On a server older than GitLab 18.9 the mutation fails before anything is posted, so a retry no longer duplicates comments. This also covers GitLab Free, which keeps one reviewer: an APPEND there drops the viewer without an error, andmergeRequestRequestChangesthen answers "Reviewer not found" before any comment lands.reviewStatethemselves, so this PR's changes to the approval read, its fallback for servers withoutreviewState, and their tests were dropped in the merge.
