Aligns the discussion that @patmmccann and Permutive have had regarding the submodule's consent checks.

We change from a vendor to vendorless submodule, relying on the publisher's consent signals. There is the option to allow publishers to configure the submodule to perform vendor checks with enforceVendorConsent.

I resolved the documentation conflicts against current master in #6885. The replacement preserves the newer msft custom-cohort and params.bidders documentation while incorporating this PR's updated consent guidance in both Permutive pages. I couldn't update this PR's branch directly because GitHub returns 403 for the contributor fork, so #6885 is a clean alternative for review and merge.
