Rename "working groups" to "teams" and adjust categories - #534

Working groups were [originally adopted](#362) in part to untether member eligibility from team affiliation, anticipating PG funding would grow enough to support independent contributors. Since then: - New funding has significantly decreased - Self-curation for independent members (who lack colleagues to vouch for them) has proven operationally burdensome - Most working groups mapped 1:1 to teams anyway, creating classification ambiguity Given PG is unlikely to replace salaries in the near term, returning to team-based curation strengthens accountability- teams provide foundational peer review through their existing onboarding/offboarding processes. All that being said, while terminology reverts to "teams," the underlying structure of working groups remains intact. This change does not discourage independent membership; independents may still qualify with strong, verifiable contributions. Once this PR is merged, subsequent PRs will be pushed to update the membership table to reflect current team names and affiliations.
