✨ feat(workflows): run every hook under the cooldown - #57

pre-commit.ci builds hook environments from the newest releases, while the scheduled maintenance pull requests and release preparation build them under the seven-day cutoff. A hook bumped to a younger release, or one that rewrites files when built fresh, passed its pull request and then failed those jobs (simplint#55, simplint#58). cooled-hooks.yaml runs `prek run --all-files` with the release-prepare prek and cooled hook environments, for a caller to add to its gate. This repository's own formatting check now uses it.

A hook bumped to a younger release fails only under the cutoff, and a hook that rewrites files when its environment is built fresh fails only on a cold run; simplint hit both (simplint#55, simplint#58). 🧹
cooled-hooks.yamlruns every hook over the whole tree the way those jobs do: prek from the caller's lockedrelease-preparegroup, hook environments under the cutoff with the caller's[tool.nab]exceptions. A caller adds it as one job in its required gate. The prek cache is keyed on the hook configuration andpyproject.toml, so a changed hook always rebuilds under the cutoff. This repository's own formatting check now runs through it.
