What does this PR do?

When building the sdk, allows you to set XTL_TOOLSET_TARBALL/XTL_OAM_TARBALL to use local tarballs instead of fetching them remotely. Supersedes #319.

How was it tested?

Honestly didn't bother but I think it works. Fairly safe to land.

    • Existing HTTP download behavior remains available when local tarballs are not configured.
  • Chores

    • Improved handling of lengthy installation logic.

📝 Walkthrough

fetchTarball can extract a local archive when a configured environment variable is set. Toolset and OpenAppleMacros installation pass separate environment-variable names. When no local archive is configured, the existing HTTP download path remains.

fetchTarball checks an optional environment-variable override and extracts the specified archive when set. installToolset and installMacros pass XTL_TOOLSET_TARBALL and XTL_OAM_TARBALL, respectively. A SwiftLint function-length suppression was added before installToolset.

🩺 Stability & Availability | 🟡 Minor | ⚡ Quick win

Treat an empty override as unset.

If XTL_TOOLSET_TARBALL or XTL_OAM_TARBALL exists with an empty value, this branch tries to extract the current directory as a tarball. The SDK build fails instead of using the HTTP path. Require a nonempty path before selecting local extraction. Foundation interprets an empty file-URL path as ".". (developer.apple.com)
