Dependency and root cause

Engine-only continuation stacked on P0-C PR #181 exact base ba21d882f67de22c10d3155b449aac77aa8b4899. SclParser.DetectEdition previously classified root version=2007 revision=C release=5 as generic Edition 2. IEC 61850-6 Edition 2.2 defines namespace identification 2007/C/5 (https://webstore.iec.ch/en/publication/103863); the XML namespace URI remains historically shared.

Source and tests

• Append SclEdition.Edition22 without renumbering existing enum identities.
• Gate Edition 1 (2003), Edition 2 (2007/B), Edition 2.1 (2007/B/4, 4A), and Edition 2.2 (2007/C/5) by root attributes.
• Contradictory and future unsupported revision/release pairs are Unknown, not falsely downgraded to a known earlier edition.
• Add 12 synthetic positive/negative parser cases and ordinal regression. No third-party fixture, vendor special-case, protocol engine fork, UI copy, MMS write, control or RCB activation.

Gate

Exact-head engine unit and CI pending. This changes SCL edition detection only; full Edition 2.2 schema handling, device interoperability and physical acceptance are NOT certified. Keep original consumer engine pin until a separate version-pinned integrated Windows trial qualifies. Draft; no merge/release/mainline promotion.

Repository consolidation audit, 2026-10-22: exact source HEAD ded5036029706db1a752bb045d1fbc43b67fe9c6 was verified as a Git ancestor (0 missing commits) of canonical combined draft PR #190 HEAD 14b19d30466fd296ad1e6d0bddcdd574992bc464. PR #190 validated this exact integration via Windows merge-tree CI #39778971482: 1,262/1,262 tests pass, zero build errors or warnings.

Closing this original PR as CONSOLIDATED / SUPERSEDED BY #190, WITHOUT merging it directly to main. All branch refs, original commits, engineering discussion and FAT evidence remain preserved and recoverable. #190 remains DRAFT, not field/physical accepted, engine source not yet merged to main, ARSAS pin unchanged. Reopen if consolidation is withdrawn or its functionality becomes independently active.
